Let me translate Simon's explanation of what the funding was "not only" used for as per the Essex Live statement (copied and pasted from the explanation - in turn copied and pasted from something Simon sent to the journalist (trainee multi-media journalist no less) and in turn copied and pasted from an email sent to Simon by Kirsty (that last bit I am speculating about))

Explantion begins - translation in italics

I am prepared to confirm that the funding, the majority of which was clustered during the most serious stages of the pandemic, was not only for my services as detailed above. It also supported the following:

"Supported" (what do you mean - paid for)?
  • Professional community managers and other admins and moderators for the main Facebook group and others linked to the project.
You can't mean "paid for" here because other people, like Jon Morter, were also paid by the council as were many others - although as he has pointed out way less than you
  • Local Facebook group mapping by individuals on an ongoing basis to ensure that important messaging was not only reaching as many people as possible, but also the right people, in the right places, at the right time. This resulted in over 700 place-based Facebook admins and over 11,000 communities of place being mapped and activated.
By "map" you mean "search for", and by activate you mean "connect with". And come on.... activate. They are not bleeping terrorist sleeper cells
  • Climate action work to support the Essex Climate Action Commission and their aims.

On work with Simon Harris during the pandemic
ECC had an established relationship with Simon Harris as a contractor, providing digital consultancy and delivery via social media channels for the Council's worth to support community resilience, prior to the pandemic.

During the pandemic, and given the nature of the national emergency which the council was faced with, that contractor relationship was utilised to use social media-principally through the Essex Coronavirus Action (ECVA) channel to engage with communities and share valuable information relating to restrictions, provide support to vulnerable individuals, volunteering opportunities including recruiting volunteers for vaccination centres, and share information on the various restrictions which were in place at various times, including their introduction, relaxation and what was and wasn't allowed throughout 2020, 2021 and into 2022.

Much of the activity and campaigning concerned was amplifying information which the County Council had published and shared via its corporate social media channels, enabling the council to reach and engage with a much larger proportion of its population than would otherwise have been possible. The engagement levels the council achieved through ECVA and other social media channels managed by Simon Harris during the pandemic peruied were far in excess of what the council could usually have expected during a 'normal' period of operation.
It is important to note the payments covered more than just social media content, and included activity to directly support others doing similar work across the county.
Such payments were also made through Simon Harris for expediency
No payments from ECC have been sent to Social Kind Social Kindness

When I read this yesterday, I assumed they meant (bit in bold) that he wasn't just doing the Facebook groups, he was doing those crappy videos and some Zoom calls. But now money is being funnelled through him?

Per Simon in the BBC article - " He said he had been advised not to specify the amounts of money disbursed to other people and declined to say how many others were paid. "

Has he just said the quiet part loud that the council was avoiding?

This is where it is just not clear. His Essex Live explanation doesn't really hint at actual payments being made - he writes, and the YTS trainee repeats, that he has "supported" stuff.

The BBC, I suspect spoke to him - because he had been due to go on the radio. So I think they have asked him, he's got a bit flustered and then said stuff that he sought to tidy up by saying he "declines to say". As I said before, it would be the easiest thing in the world for him to say now - "I got paid £500K and I passed on £300K" - and I can't at the moment say to whom, but I will hold up my sole trader accounts to Essex County Council (who MUST have been given these assurances at the time, had it been the case that this was the arrangement) for inspection if they want to delve deeper or audit. If he said that, then people wouldn't hold him in the contempt that they are holding him - and it would just be the case of ECC looking stupid for having bought it all in the first place.

The other thing of relevance about him speaking to the BBC is that he would have been advised not to - like not on air, not over the phone - nothing other than a prepared written statement. But he did anyway. This says to me that, whether he realises it or not, ECC and O'Callaghan are cutting him lose. The sooner he realises this and acts accordingly, the better things will end up for him.
