From the Leader of the Opposition at ECC, in the BBC piece

"Mr Mackrory said he had asked council officers questions about the payments and added: 'I do wonder why it was necessary to go to this individual when we do have a pretty high-powered communications team at ECC itself.' "

Hopefully means this won't be allowed to rest if the councillors are on the case.
 
Okay, so I promised to feed back. A tiny sip of tea but here it is for what it’s worth.
Source is involved with a community service and knows Simon vaguely as an acquaintance and has had some dealings with him. Source gets a tiny budget from ECC every year for their organisation community services which includes social media (less than £25k)

This person said that Simon is a nice guy, very good Intentions but is a loose cannon.
The amount he was paid by Essex County Council is phenomenally huge if it was just for social media.
SImon is an acquaintance of Kirsty O’Callaghan but very unlikely to be in a relationship with her. It’s more that they knew each other and whether or not there were any kickbacks for Kirsty in terms of awarding Simon the contracts. Plus the transparency of how decisions were made and if their friendship or whatever was declared up front.

Biggest anger locally is with Essex County Council rather than Simon as the money paid for social media output (if this is all it was for) is massive.

The GFM stuff may or may not be legit and Simon’s biggest issue here might be the looseness of his accounting. The person I spoke with says they don’t want to think that Simon has creamed any money off but it needs to be looked at, They think it may be a case of Simon impulsively acting without thinking and then not taking the right advice.

But who knows.

I am guessing he went to the police initially when things started coming out which wouldn't be of interest to them really but more recently when his personal address was mentioned at the weekend online, which is a legitimate cause for concern. It was on the public record but idiots sending him pizzas and the like - none of that is OK and none of that will further the aim of getting to the bottom of this.

The fact that he has made his own statement with a "copy and paste" justification that was not written by him, for the how AMAZING all of the facebook stuff was (it wasn't) suggests he is feeling like ECC have very slightly distanced themselves from him. ECC are saying just enough and no more so that they can say more later, if their hand is forced. He's probably feeling pretty vulnerable at the moment.

The statement does not put things to bed though - but if he can provide a fullsome explanation of where within his business (Simon Harris, Sole Trader) the money went (other than just saying he worked really hard) then he could put it all to bed and even come out of this well. But I am not sure he can.

Less of anquaitance and more of a business partner and friend as the (now deleted) public record will attest

Well that is interesting. He cites the South Woodham Ferrers facebook group (this is all pre pandemic) which if I am correct, was that initially set up by Jon Morter. So he got his idea of facebooking in this way, somewhat from Jon Morter who the record shows was paid by ECC (directly not "through" Simon) and not nearly as much. I can see why Jon Morter would be now really, really pissed off. Time for him to say a bit more methinks?

Unlikely - the Hockley page was a prototype on which he cut his teeth and did for (checks note) free - although there was some evidence of him trying to monetise it. Even he would not have expected though the bounties ahead - it just took a Pandemic.... and Kirsty O'Callaghan. Any further funding by ECC I think has to be in doubt now....
