I think she most likely failed her test based on being too confident on an overly familiar route. You need to be confident when driving, that's a given, but you also need to remember that, when on test, you can't drive like you would in 'real life'. So, on these familiar routes, she needs to remember that she can't tailgate cars in front like her mum or dad would if they were to drive that route. Going forward, my advice would be to keep extra distance, just to be on the safe side - they can't fail you for being cautious! It must've been a continuous issue throughout her test for them to fail her on it, so it's definitely worth reflecting on her faults rather than blaming them on a picky examiner.
For real though, she did the right thing rebooking her test straight away. Unlike quite a few comments on here, I really hope she passes next time - it'll do her the world of good to have that additional bit of freedom.
