She knows if you appeal a decision they reinstate keiras (carers to those who pronounce words correctly) until the appeal is done. She was supposed to have them gradually phased out, 60 hours down to 40 hours the next month, down to 20 hours the month after and eventually withdrawn the following month. Appealing meant she keeps 60 hours until the appeal is over. This is the 3rd time she has appealed. When J was born and being discharged from hospital the first time she was told he didn't qualify for them, she kicked off.
