Also it is estimated per the 2021 UK Official Census 0.5% of the population “do not identify with their birth gender”
It’s statistically impossible for circa 250k people to outweigh being the victim of a hate crime compared to the millions of those who are of another race (ie no white English) etc.

Also editing to add as I misread - since OP grouped Trans hate crimes with LGB hate crimes-
“sexual orientation hate crimes - 24,102 offences, transgender hate crimes - 4,732 offences”
Trans hate crimes have increased but to say they’re the highest proportion is simply untrue
