Here is my theory on Jo (which will probably be proven true or false tonight 🎉). I will put it in a spoiler box just to be safe.

Jo seems too empathetic to have grown up with the Hunter side of her family. If she was groomed into the role she plays now, it wouldn't have been from a young age. The OCG still seem to see her as a liability - which is why they have Ryan tailing her.

I believe that Jo's mother and Tommy Hunter were half-siblings (on their father's side). They grew up in the same area, were of a similar age and did not know about each other because their father wasn't involved in their lives. Jo's grandmother (who I believe is Samantha Davidson) hadn't told her daughter about Tommy yet, as she didn't want her to know about that side of the family (they may have already had a reputation). Tommy wasn't listed on the birth certificate.

The woman in the photograph at Jo's flat is her grandmother (Samantha). Jo was raised to believe that her grandmother was her mother and her biological mother was her sister. Her 'sister' left home when Jo was little and went on to lead a semi-normal life (having a family of her own and the like). Samantha died shortly after Jo joined the police force.

Jo found out about the true nature of her relationship with her 'sister' and her connections to Tommy Hunter shortly after Waitrose Dot died. The OCG needed another mid-ranking police officer to support their activities. She was blackmailed into becoming a member of the OCG, with them threatening not only her life, but also the life of her sister and her family. I don't think that Jo is ultimately bad and I do think she will eventually comply with AC-12 to help them bring down H.

I had a thought earlier that H-whoever they are could be an undercover sent in years ago as a rookie officer and has climbed the ranks in the police and OCG. Like Corbett but still living a normal life in the police rather than going in deep and being scrubbed off the database, over the years the loyalty’s have changed and now they are OCG. So they are giving scraps of intel of low level operations, and the odd low to mid level gang member to throw off the scent and avoid detection, as well as this being a good way for the OCG to get rid of problem people/operations. Being in the police, esp high up would give them access to officers that are susceptible to blackmail-Gates is a good example, he was dodgy but it was his involvement with Jackie Laverty that really fucked him OCG wise. As well as officers that would not need to blackmailed into crime like Lisa who really seemed to not think they would all get caught dispite risky behaviour.
I agree with other posters, Jo is being blackmailed-she is hard faced but over the series has become much more emotional-not an ideal OCG trait. I hope H is not Nesbit-he is bleeping awful, cold feet would have been a million times better without him.
 
I actually think it’d be too obvious for Kate to be H. Just a Jed Herring in this picture.

I’d love it to be something really good and shocking that hasn’t been a theory here.
