I get the impression the universal credit is for his wife, Babs. She's likely been determined to have limited capacity for work due to her reported health conditions and so would be eligible. His income would need to be taken into consideration however.

Pretty sure it's still fraud if he's asking for cash in hand and not declaring takings but I think the reason the household is even getting it to begin with his Bab's health rather than him "struggling" to find work.
