Prom is usually held for Juniors and Seniors in the Spring, usually around the month of May. Grades 11 and 12 in American schools. Grade 12 students are usually 17 - 18; usually turn 18 the year that they graduate. The next step is usually college around age 18.
BUT, you can go to Prom as a “date” to a Junior or Senior, feasibly you could be as young as 14 at Prom. So, a student could be a freshman and attend Prom with a Junior or Senior.
So, students can attend Prom in their Junior and Senior years. AND, they could go as someone’s “date” as early as their freshman year.
It is feasible that someone could attend 4 Proms.
It is more usual to just attend the Prom in your Senior year.
To further confuse things, we also have Homecoming. This is in the Fall, usually October. It is another formal or semi - formal dance.
AND we have a court at BOTH Homecoming and Prom, where we have a king and queen.

The reason is my son had a late August birthday so he started later and turned 19 the year that he graduated. Also, the cutoff date for birthdays and starting school can be anywhere between September and December. So, age is not fixed.
