Chloe is talking with 'vocal fry'. Its a californian valley girl dialect which sounds ridiculous when adopted by non californians. Lucy Watson adopted the vocal fry way of speaking halfway thru MIC. If you watch early episodes she has a normal voice then later on that throaty croaky drawl came into play.
