She probably bought it or got it off a "friend." It's like when you go to rescue a cat or a dog and they give you a home check first before you're allowed a pet. You can't just go yeah well I don't have anywhere for it to sleep but I will in a few weeks when it's room is built and they like that's fine and hand you over the animals.
