I think she needed to see if they'd play fair and choose voluntarily to stop dicking with the royal name.
As you say, she's known what they were doing but maybe more things have come to light regarding their future abuse of the royal tag and she's decided to rein them in. People might think the royals are just what we see, but there are so many people employed to have their backs financially and regarding their image. Those people dig deep and their tentacles are long ... yes, even Canada long. Lord knows what info they've picked up regarding what these two are planning. The security guys are dual purpose and will be passing on anything they happen across. Maybe that's why charlie is temporarily ok with funding the security.;)
I predict the pair will make some sort of announcement soon and gangan is making sure her 'royal' is not attached to it.

The RF have definitely put their head above the parapet wishing Andrew Happy Birthday in their Twitter feed. They’re keeping up all the tweets where people are saying exactly what they think of him.

Most of those engagements seem to be Harry focusse: military etc.

i think Harry will arrive in the UK alone and carry out his engagements.
i think Meghan will literally fly in for a couple of days for the Commonwealth ceremony, show her face at her 3 or 4 charities for the photo ops then bugger off back to Archie.
That poor child must be growing up so isolated. I can’t imagine Meghan and Harry are taking him to playgroups. Glad he is so young and hopefully he won’t notice too much....
