Unless I am mistaken this rules out Hazno because he is absent from the UK and, for example, if the King was taken ill while abroad and couldn’t carry out his duties and the queen decided to stay with him, then she would also be ruled out because she would be absent from the UK at that time.
Reading further down the Letters Patent nothing can be done by the CoS without consulting with a long list of people ..... too long to list here, so no way could Hazno
, or any other CoS do anything off their own back.
I expect the wording will be the same for all the visits KClll makes abroad.

It was some time in 2023 that Chuck amended the CoS rules with a Letters Patent to remove the need to reside in the UK to be a CoS, as per the old law.
It wasn't in the press at the time but someone posted it on here a few weeks back. I can't remember who or the LP date and I can't find it on Google.
So although Harald is absent from the UK, the new LP makes him eligible to be a CoS as of whatever date the rules were amended with the LP last year.
I'm sure you're right that others have to be consulted in Chuck's absence, but the problem is that the Stoat is now legally entitled to attend a CoS meeting. Nobody could stop him, and William must be hoping that nothing happens while Pa is away.
Presumably they'd be obliged to inform the other Counsellors that a meeting was to be held? Including Harald. There aren't many CoSs, only 6, and he's one of them.
The king has gone out of his way to enable this, gone against the wishes of his family, public opinion and the advice of his aides.
Anyone know why?
