It’s clearly the CCTV from the building. You can see the names for the cameras indicating ‘Front Entrance’, etc.

But look how Meghan conveniently stops, not once but twice, right in the middle of the shot to ensure she is captured.
Why did she have to stop on the stairs? Wouldn’t you be as quick as possible in the current climate rather than pausing? No pausing when she is slightly to the side of the CCTV, no she pauses when she is centre stage with her lapdog following behind.

Ok and although he's got a mask on, he sneezes/coughs in his hand, meaning not in the habit of sneezing in tissue or doing the dab (cough into sleeve) therefore spreading germs onto objects.
Wearing the cap to be more discreet and the fake picture pause on the stairs cos that's why people do instead of standing on the safe in-between area.
