I just dont understand how shes even been offered a house as if shes band 1+ priority? Shes not homeless, she doesnt have to flee the area. They might class her as vunerable with her addiction issues but how does that make her priority? she wont even be down as having a carer anymore unless she is lying and saying her mam is caring for her 24/7 now? Very odd.
