The laws surrounding photography and filming which is then uploaded to the Internet are pretty lax in the UK tbh. However, it seems that if Mia knew that uploading that photo contextually would lead to the guy being labelled and commented on as a creep, then that is not allowed. But Mia could just feign innocence and say she didn't know people would see it like that when she clearly knew.
As for what everyone is saying about him not giving her permission. In the UK, YOU DO NOT HAVE THE RIGHT TO PRIVACY IN A PUBLIC PLACE! This means that as long as the photo was taken on public property and the person didn't say no at the time (taking a photo after would be classed as harassment) then legally she can take and upload it. However, you can request for a photo to be taken down if you believe it to be a breach of your rights in any way which in this case would be its use to present him as a creep.
