they adopted this system when Sweden hosted it in 2016 from their Melodifestivalen iirc

basically first jury voting and then pooled televoting, it's meant to be more exciting than the old system when we often knew the winner very early.

It's annoying that the public vote is grouped together because we don't see what each country really voted for?
