Possibly! I am in Ireland get bbc here but cannot vote on the bbc site without vpn , i know.. pay for vpn so i can vote on strictly ( ok i do watch iplayer etc too) we use cyberghost which works fine. have never watched bbc live on my phone though but can check if you wish
