He is dressed up as one of the characters - Hopper. I think Ellie is dressed as one as well but don't know which. I've seen the show - nobody dresses up. He would have looked an idiot.

With all their millions, they could have splashed out on a decent cake.

I bet it’s a basic sponge with cream from a squirty can, don’t get me started on the decoration.
