I wondered if it was only VIP members too, but I could create them when I wasn't a VIP member. Hang on and I'll get a screenshot of where I go. The SOP isn't great at explaining.

In a thread go to top, click on Traditional Celebs then I have the option to create a new thread.

My guess is that if they deny her the licence they then have to explain how they reached that conclusion, and would need to list all of the evidence they used to deny her the licence. That would take ages.
